AAUD (Autoridad de Aseo)

Urban and Household Waste Authority: collects garbage in the Panamá and San Miguelito districts, which include all 11 Panama City areas in our guide (in David, Chiriquí, and Los Santos, Azuero, collection is run by the municipality).

Owner

There is no separate contract: the garbage fee is attached to the property's account (in the Panamá district, together with the IDAAN account)
To register a property purchase at the Public Registry you need the AAUD Paz y Salvo (B/. 1.00, valid 30 business days, only with a zero balance)

Tenant

In condo buildings the management handles collection; ask whether the fee is in the HOA fee or on the unit's IDAAN bill

Foreigner (passport, lease, residence card)

Same rules as for Panamanians (it is tied to the property, not the person)
